M. Dupin a travaillé dans le développement international de 1975 à 1994, principalement en Afrique du Nord et de l'Ouest. À partir de 1994, il a œuvré dans le domaine de l'humanitaire au Cambodge, en Afrique et, depuis 2001, comme chef de sous-bureau des Nations Unies pour les affaires humanitaires en République démocratique du Congo, dans différentes régions de l'est du pays.
