Israel's request for a king was a downgrade - for God was already their king. Israel's history under the kings revealed more failure. After the first course of punishment under the law, God manifested Israel's need for a Redeemer, Deliverer, Avenger, King, and Blesser. It would be the covenant made with David that would take away the first covenant to establish the second.
