Welp it depends on who you are talking to, the time of day, hour or if that person just got fired or got promoted.  HR is often described as a bridge between employees and management, but structurally, HR  is employed by the organization. Grumble , Grumble. The authority is usually top down from executive leadership too. We exist to recruit, retain, ensure compliance with labor laws and support the culture and performance. But as practitioners we feel that the industry should dictate HR's role and power dynamics.  Why? Because not every organization has the same rules, the same management-employee relationship or the same build.
