The bill transfers powers from the government to a regulator who can require WhatsApp, iMessage and Signal to to scan people's public and private messages. Whatsapp and Signal have already said they may leave Britain rather than create a backdoor in their end-to-end encryption. The bill also threatens Wikipedia and in particular Welsh Wikipedia, the world's biggest Welsh language website.
