Had cartel violence infiltrated America? During that period, one of the Tijuana Cartel's enforcement cells/gangs operated in San Diego County. They were known as Los Palillos. The group was responsible for kidnappings, extortions, torture, murder, and dissolving the bodies of their victims in San Diego County.
