The Government is providing police with the power to issue move-on orders as a tool to deal with disorderly behaviour in public places. But, the Police Association says it can't always be the ambulance at the bottom of the cliff. President Steve Watt says these people on the streets have complex problems, include housing, mental health and financial issues - and Police aren't equipped to deal with these.
