With the American Civil War over and the Monroe Doctrine reasserted, Washington made clear it would tolerate no European monarchy in the Americas, forcing France toward withdrawal and leaving Maximilian dangerously exposed.At the heart of the episode is Maximilian’s fatal indecision.
