Putin, it seems, is climbing the escalation ladder. And Starobilsk is just one of many grim stories this week: Russia and Belarus conducted joint nuclear exercises, Russian jets buzzed a British spy plane over the Black Sea, and Ukrainian drones have continued drifting into the Baltic States.
