Instead, it essentially serves as a guideline for what proponents of a strong rent cap are advocating for, based on ordinances passed in similar areas. I am not endorsed by the Burbank Tenants Union. The City of Burbank has implemented a Rent Cap Study to get feedback from residents before making a determination about a rent cap and its terms.
