Health Education England's training budgets were constrained by Treasury spending limits that treated public investment as a cost to be minimised, rather than as the means by which trained nurses and doctors reach the wards that desperately need them. The training places existed, the motivated people existed, but Westminster chose to cap the funding as though the government that issues the pound could somehow run out of pounds.
