I live just a few blocks from the Capital building and downtown Phoenix, which is now a highly militarized police green zone: a spasm of red and blue flashing lights. Unmarked black SUV's idle in parking lots on every street corner along 7th Ave between Van Buren and Washington St. Half a dozen helicopters ceaselessly circle the area. Surveillance drones outnumber birds.
