And lawmakers narrowly rejected an executive order from Gov. Mike Dunleavy that would have created a cabinet-level state agriculture department.The Petersburg Fisheries seafood processing plant (shown) has changed hands multiple times in recent years, from Icicle to OBI to Silver Bay.
