The confrontation ended with Fries being shot three times, including once through the neck, leaving him paralyzed and unable to speak.The shooter, Wilmer Vladimir Ortiga Ruiz, had been arrested four times previously, repeatedly released on minimal bond amounts, and consistently failed to appear for court hearings. Each time, instead of facing deportation or serious consequences, charges were reduced and opportunities for freedom were extended.
