Democrat Dean Phillips and Rep. Erik Paulsen, the Republican, are locked in a tight race to represent Minnesota's wealthiest district in the western Minneapolis suburbs. Here's where they stand on the issues. Phillips: We are the only "developed nation" choosing not to provide health care to all citizens.Paulsen says health savings accounts should be a solution for people to pay high deductibles.Phillips says he believes "in science" and calls climate change a grave challenge. He wants a carbon fee and dividend program, which attaches a price to carbon and makes emitters pay, with the money going to taxpayers.MPR The Third District has been electing Republicans to Congress since 1961 even though Barack Obama and Hillary Clinton won the district in 2008, 2012 and 2016.
