Summary
The monarchy is a system of government in which a person — the monarch — keeps themself stable on top of the statal organization since their rise to the throne until their death or abdication, based on the principles of tradition and heredity that prevail in the monarchic state. The absolute monarchy is the one in which the powers are centred in the monarch, who can legislate, execute and judge transgressions, irrespective of the action of other state agencies. The constitutional monarchy, on the other hand, is the one in which the powers of the monarch are regulated by the Constitution, making the monarchy a state agency, not an entity above it. In the biggest part of modern constitutional monarchies, the monarch acts as Head of State, and an elected political figure, oftenly the Prime-Minister, acts as Head of Government.
