民生在勤，勤则不匮。过去十年，特区政府不遗余力地改善民生，推出了系统化的扶贫政策。2010年，香港立法会通过了《最低工资条例》；2012年，特区政府成立扶贫委员会；2013年，特区政府公布了首条“贫穷线”。过去五年，还陆续推出了长者津贴、低收入家庭津贴，为特殊人士提供适切的帮助。数据显示，在一系列福利政策介入后，2014年香港贫穷人口微跌至96万人，贫穷率为14.3％，为2009年以来的新低。
