Auf dem SPD-Landesparteitag am Samstag wurde Nancy Faeser von der Parteibasis zur Spitzenkandidatin für die Landtagswahlen im Herbst gekürt. Doch nicht alle Genossen unterstützen die Bundesinnenministerin gleichermaßen: Der Wahlkampfauftakt in Hanau war überschattet von interner Kritik an der kürzlich beschlossenen EU-Asylreform, an deren Aushandlung sie maßgeblich beteiligt war. Wie Faeser darauf reagiert, berichtet Lisa Caspari, Redakteurin im ZEIT-ONLINE-Ressort Politik, Wirtschaft und Gesellschaft, vom Parteitag. Und sie spricht darüber, wie ihre Doppelrolle auf Bundes- und Landesebene zum Problem werden könnte. Weil Krefeld das Betteln einschränken will, reichte der Obdachlose Francesco Tolli im März eine Klage gegen die nordrhein-westfälische Stadt ein. Jetzt hat das Verwaltungsgericht Düsseldorf im Eilverfahren entschieden. Die Verordnung ist rechtswidrig. Das Bettelverbot wurde vorerst ausgesetzt. Erledigt ist der Fall damit noch nicht, denn Krefeld arbeitet zurzeit an einer rechtssicheren Lösung.
