The Government has unveiled what it's describing as one of the most significant overhauls of local government in years, with a new implementation plan aimed at strengthening local democracy and giving councillors a greater say in the decisions that affect their communities.  The reforms include the establishment of Municipal Councils in every local authority area, enhanced decision-making and budgetary powers for elected members, stronger oversight of council performance, and plans to devolve more responsibilities from central government to local authorities.   To discuss what these changes could mean for Clare, for councillors, and for local communities, Derrick Lynch was joined by Shannon Fine Gael Councillor Tony Mulcahy and Clonlara Independent Councillor Michael Begley, who is also a member of the Association of Irish Local Government.
