New Jersey Gov. Phil Murphy, a Democrat, announced a suite of executive orders and regulatory actions last week that raised the bar much higher for the state’s climate ambitions, including the most aggressive clean energy target of any large state and a ban on the sale of new gasoline-powered cars by 2035.
