In this paper, Hamilton refutes the claim from dissenters that the union will be comprised of the “wealthy and well-born”.  Hamilton claims that the constitution explicitly lays out that the federal government has no power to influence the qualifications of congress members.  There is no qualification in the constitution requiring that representatives or senators be of the “wealthy and well-born”.  No requirement of land ownership, profession, or wealth is laid out in the constitution and the federal government possesses no power to amend this provision.
