PAGE 2 GUEST EXPERT: Mark Hammond, Secretary of State for South Carolina. On November 5th, 2002, he was elected as South Carolina’s 41st Secretary of State, four years later, Secretary Hammond  went on to claim victory in November 2006 and again in 2010, Secretary Hammond easily won a third term of office. The main objective of Secretary Hammond's third term in office is to work with lawmakers to increase the protections of charitable donors. Through the annual Scrooges and Angels program he encourages charitable givers to educate themselves on how charities re spending their collections.
