The four congressional leaders spent over an hour with President Joe Biden in the Roosevelt Room on Tuesday, and when they emerged from the White House and spoke to reporters, something unusual happened: They all agreed. What they agreed on was something that appeared awfully iffy earlier this week: that the lame-duck Congress should negotiate and pass an omnibus appropriations bill in the coming weeks.
