ODOT's Rose Quarter: A $3.5B Highway Fiasco

Joe Cortright of City Observatory argues that ODOT's Rose Quarter I-5 widening project has ballooned from a $450 million legislative approval in 2017 to a $3.5 billion estimate, a seven-fold increase, leaving a $2 billion funding gap.
