One Patch Is Not One Culture

The United States Wildland Fire Service inherits five legacy fire cultures — and none can be declared the culture of the whole without the others experiencing it as conquest. Mission command requires shared interpretive frames; shared frames are what culture is, stated operationally. This episode examines three mergers at the same four points: DHS, the null hypothesis, twenty years of structural merger without a cultural substrate; SOCOM, a joint identity layered over intact component identities; and the RAF of 1918, which manufactured a third culture from two hostile parents through schools and career structure. The substrate available to all five cultures without surrender: a shared way of making decisions under uncertainty.
