In 1973, Oregon was the first state in the union to decriminalize cannabis, in 2014 they became the fourth to legalize it, but now that it's an open adult use market, it's been a struggle to grow a business let alone grow the plant. Now with the merger of two business associations, the Oregon Cannabis Association (OCA) and the Cannabis Industry Alliance of Oregon (CIAO), Oregon advocates are hopeful this will be the first step towards positive economic change.
