At the Goldwater Institute in Phoenix, the word "liberty" has a very specific meaning: the individual’s right to make the key choices in his or her own life without interference from the state. Timothy Sandefur, the institute’s vice president for legal affairs, is one of the clearest contemporary defenders of that vision.
