In June 2020, Loveland police violently arrested Karen Garner, a 73-year-old woman with dementia. Garner suffered a broken arm and dislocated shoulder. Later, footage revealed Loveland officers laughing as they reviewed the video of Garner's arrest. This spring, another victim of the Loveland Police Department, Harris Elias, filed a lawsuit alleging he had been unlawfully arrested on DUI charges despite being "completely sober." These and other cases demonstrate a pattern of disturbing practices within the department that incentivize brutality and lawbreaking, including a monthly quota of DUI arrests that officers try to meet by any means necessary.
