From the Rebbe’s Father זצ״ל וישלח A Hint in the words שלם עיר שכם to the Talmud’s teaching  שופר לולב מגילה It's not done on Shabbos ראש השנה כט, ב Rabba said: All are obligated to sound the shofar on Rosh HaShana, but not all are experts in sounding the shofar. Therefore, the Sages instituted a decree that the shofar should not be sounded on Shabbat, lest one take the shofar in his hand and go to an expert to learn how to sound it or to have him sound it for him, and due to his preoccupation he might carry it four cubits in the public domain, which is a desecration of Shabbat. And this is also the reason that the lulav may not be taken on Shabbat, and this is likewise the reason for not reading Megillah on Shabbos. מאביו של הרבי זצ״ל וישלח  וַיָּבֹא֩ יַעֲקֹ֨ב שָׁלֵ֜ם עִ֣יר שְׁכֶ֗ם אֲשֶׁר֙ בְּאֶ֣רֶץ כְּנַ֔עַן בְּבֹא֖וֹ מִפַּדַּ֣ן אֲרָ֑ם וַיִּ֖חַן אֶת־פְּנֵ֥י הָעִֽיר (וישלח לג,יח) רמז בפסוק בהתיבות שלם עיר שכם למארז״ל (ראש השנה כט, ב) אמר רַבָּה: הַכֹּל חַיָּיבִין בִּתְקִיעַת שׁוֹפָר, וְאֵין הַכֹּל בְּקִיאִין בִּתְקִיעַת שׁוֹפָר, גְּזֵירָה שֶׁמָּא יִטְּלֶנּוּ בְּיָדוֹ וְיֵלֵךְ אֵצֶל הַבָּקִי לִלְמוֹד, וְיַעֲבִירֶנּוּ אַרְבַּע אַמּוֹת בִּרְשׁוּת הָרַבִּים. וְהַיְינוּ טַעְמָא דְלוּלָב, וְהַיְינוּ טַעְמָא דִמְגִילָּה. ומרומז בפסוק; א) השלשה דברים שאין תוקעין בשבת שופר לולב מגילה ב) הטעם שלא תוקעין, שמא ישכח ויעבירנו ד׳ אמות ברשות הרבים. ג) רמז והקשר לבעל המאמר רבה. [ד) ורמז של שבת בפסוק ויחן את פני העיר - ערב שבת , דמדומי חמה נכנס (בראשית רבה פרשה ע״ט)] לקוטי לוי יצחק , אגרות קודש ע׳ רסב ילקוט לוי יצחק עה״ת חלק ב סי׳ עג
