A Philadelphia City Council member has introduced a bill to crack down on them. ... A 20-year-old wanted on first-degree murder charges since November has been arrested. He's also accused in a January shooting at a Norristown gas station that left a woman paralyzed. ... It's often difficult for people to get their lives back on track after serving time in jail. On Thursday, officials in Camden County opened the doors of a new reentry center to help ease that transition.
