House and Senate Republican leaders announced a plan to end the Department of Homeland Security (DHS) shutdown, which has caused airport delays. The plan involves funding DHS through two tracks: the appropriations process and the reconciliation process. The Senate is expected to pass a bill it approved last week, while a separate party-line budget reconciliation bill would fund ICE and Customs and Border Protection.
