It's a question that's often asked, as government is mulling ways to formalise the industry, that ferries millions daily. The industry's reputation has been in the dirt meanwhile, tarnished by lawlessness and a poor safety record. Among the challenges facing the industry are labour relations and not forgetting turf wars between rival organisations over routes. Keeping a close eye on efforts to formalise the industry, is Dr Siyabulela Fobosi. He is a senior researcher in the Faculty of Law at the University of Fort Hare. He says the collaboration between government and industry stakeholders will be key in these efforts...
