Podculture: Secret Hitler, Monopoly and the Historical Board Game

In 2016, a board game called Secret Hitler was released. Some people loved the game. Others were upset by it. Is it ever ethical to situate entertainment, like a game, within the Holocaust? Is it possible to make a board game that teaches about tragedy, history or a political system in a way that works? What would that even look like?
