Police Officer Discretion

In episode 52 of the Executive Perspective, Ron and Rob discuss the discretion officers have during stops, including issuing warnings, civil or criminal summonses, or making arrests for minor offenses. They investigate whether officers are exercising discretion more often or are simply using it as an excuse to avoid taking action.
