In simple economic terms: there is too much demand and not enough supply. At least not enough supply to meet the demands of lower and middle income groups. Hotels, Airbnb, digital nomads, and golden visas have made the situation worse. What seemed like a sound economic policy back then ended up working too well and backfired in the faces of locals searching for affordable housing.
