In this paper, Hamilton explains article 1 section 4 of the constitution the elections clause.  Giving the power of regulation of federal elections to the states, but also giving the federal government the power to regulate in last resort scenarios where state governments would attempt to overthrow the federal representatives.  This provision is a safeguard against state government’s overthrowing the federal power while also ensuring the preservation of the federal government.
