Presidential Emergency Action Documents and the Legal UFO Cover-up

Former CIA Official Jim Semivan, in an interview with Whitley Strieber mentioned that he knows where the legacy UFO programs are, but more importantly talks about the Presidential Executive Action Document as being set up by Eisenhower "under extraordinary circumstances" to get the UFO situation under control. What Semivan I think was refering to are Presidential Emergency Action Documents that Eisenhower created to deal with the anticipation of a range of emergency hypothetical worst-case scenarios.
