Despite years of CA Dept. of Correction(CDCR)implementing policies that break up families (obstructions and obstacles to family visits) and price gouging by phone companies contracted by CDCR, the Board of Parole Hearings (BPH)denies parole to those who lack outside connections, or knowledge of how to find resources, that may - or may not - be available to them. If the state refuses to care for the people coming out of prison - those who have served their time and are seeking to reestablish and reintegrate themselves into society, setting them up for failure, communities - We - You & I - need to step up and help meet the need. Otherwise people can be held for life (a civil death sentence), and high rates of recidivism, homelessness and crime, are only to be expected.
