The other currently doesn't accept it at all. One tells you not to send teacher recommendation forms before November 1st. Not mostly complete. Complete. If one teacher recommendation hasn't arrived, your application isn't late in a forgiving way. It isn't being read.And the recommendation is the one piece entirely outside your control.Tell the teacher in September, even if you won't send the form until November. Give them one email with every school, every deadline, and every link. Then two weeks before the deadline, confirm with the receiving school that it arrived. Not with the teacher.
