PROPERTY: The Changing Nature of Housing Regulation With Neil Goodrich - Social Housing September Series 1
from The Property Nomads Podcast · host Rob Smallbone & Aaron Devoy
In the first of a four-part series about social housing, Rob sits down to speak with Neil Goodrich. Neil is a housing professional who has studied the subject of social housing for a decade. He works for a medium to large housing association in the Midlands, Southwest and East and is the former chair of the CIA´s futures board. He and Rob discuss how the way regulations are changing is impacting the social housing sector. KEY TAKEAWAYS England, Northern Ireland, Scotland, and Wales all have separate legislative and regulatory housing bodies. In England, housing associations were effectively self-governing, when it comes to consumer standards. Around 2012, the capital budget for social housing was cut by 60%, yet they were told to build more houses. That meant the only option was to cut costs, which inevitably reduced standards. There used to be one housing officer per 100/200 units. Now, it is one per 1,000/2,000, making it impossible to do the job properly. There are promising changes in regulations coming that will tighten things up again. Fines will no longer be capped. Inspections for housing associations are back. There will be a named individual responsible for health and safety. BEST MOMENTS ‘I live, sleep, breathe social housing.’ ‘There are only some very specific instances whereby the regulator can actually intervene in a proactive manner.’ ‘The drivers for social housing providers are cash and politics based, you do not operate in a vacuum.’ ‘There has been a significant recognition that change needs to happen.’ ABOUT THE HOST Rob Smallbone, the host of The Property Nomads Podcast, is on a global mission to guide your success.
