In the first of a four-part series about social housing, Rob sits down to speak with Neil Goodrich. Neil is a housing professional who has studied the subject of social housing for a decade. He works for a medium to large housing association in the Midlands, Southwest and East and is the former chair of the CIA´s futures board. In England, housing associations were effectively self-governing, when it comes to consumer standards. Around 2012, the capital budget for social housing was cut by 60%, yet they were told to build more houses. That meant the only option was to cut costs, which inevitably reduced standards. There used to be one housing officer per 100/200 units. Now, it is one per 1,000/2,000, making it impossible to do the job properly. There are promising changes in regulations coming that will tighten things up again. Fines will no longer be capped. Inspections for housing associations are back.
