本文原载于1935年10月22日《晨报•普教周刊》。中国单靠短期小学，普及教育是难办得通，我从前已经说过。邹平是把事实揭开了，照山东教育厅颁布的办法，邹平在本年度应添设短期小学二十五处，每处容四十人，约收一千人。失学儿童有一万零六百五十名，要十一年才能教得了。
