该大纲于1935年由国民政府公布后，并未施行。本文原载于1935年7月16日《生活教育》第2卷第10期。我对于义务教育这个名词，近来根本起了怀疑：受教育是一种权利而不是一种义务。求学好比吃饭，人生在世，要想生存就必得吃饭；吃饭是人权，从来没听过要人家负吃饭之义务。所以拿这个义务放在人民身上是说不通的。
