This wonderfil is 40 wt which is a nice thick top stitch weight that will produce a nice visible glow.  There is even hand embroidery glow in the dark thread by DMC sold at JoAnn.  Note - the glow in the dark thread lasts about 15 minutes and will reactivate when exposed to light.  It will last a lot longer under black light.  Or - use wearable rope light that can be stitched or glued onto fabric items and costumes.
