Sir Roger is seen as a 'safe pair of hands' by CofE. The review featured significantly in the recent IICSA Anglican hearing. And (ii) Sir Roger claims that the church has 'strengthened its (safeguarding) guidance' which is an absurd suggestion. 'Strengthened guidance' remains 'guidance' which is always discretionary. Sir Roger does not need this explaining to him.
