When Paul said he had been sent to the Gentiles, the Jews in the temple started rioting again.  The Roman soldiers have to again save Paul from being killed by the mob, so they set out to scourge him to find out the truth. Paul waits till he is tied up and about to be whipped to tell them he is a Roman citizen and therefore has rights.
