Good morning.Clarion County officials have officially identified 1990 homicide victim “Penny Doe” as nineteen-year-old Windy Buchanan, from Louisville, Kentucky.  District Attorney Drew Welsh announced Monday that modern DNA testing and forensic genealogy solved the thirty-six-year-old mystery. Buchanan’s remains were found by children in Monroe Township in July 1990, and state police emphasize her murder investigation remains wide open to catch her killer.
