Good morning.A sixty-two-year-old Tioga County, Pennsylvania man is behind bars without bail, charged with criminal homicide after police say he fatally shot his wife at close range. Investigators say Kenneth Jerome Boom initially claimed he accidentally shot sixty-one-year-old Penny Boom while cleaning a shotgun inside their Delmar Township home following an argument over house cats. Boom was arraigned at the Tioga County Prison facing homicide and aggravated assault charges.In economic development, Southern Tier Economic Growth has unveiled its new "Southern Tier Rising 2031" plan for Chemung County. Building on momentum from major regional projects like the Siemens high-speed rail facility and a new Amazon distribution center, the organization aims to help generate thirty-six hundred new jobs and more than one hundred sixty million dollars in new annual payroll over the next five years.And summer fun kicks off today as the Chemung County Fair opens at the fairgrounds in Horseheads.
