Good morning.A California man has been arrested and charged with second-degree murder in connection with a targeted January shooting in Elmira. Elmira Police report twenty-one-year-old Jacob Chavez, of San Marcos, California, was taken into custody following an extensive investigation involving federal marshals and local law enforcement. Chavez is accused in the fatal shooting of forty-six-year-old Joshua Tappan in the Centertown Parking Garage and is being held in Chemung County Jail without bail.In local recreation news, Chemung County officials are moving forward with plans to build an eight-mile connector trail linking the Catharine Valley Trail to the Lackawanna Rail Trail. While Elmira leadership supports the project, Village of Horseheads trustees have sent a letter raising traffic and safety concerns over a proposed trail crossing at a blind S-curve on Sayre Street.And over in Corning, the annual Kids Day Carnival takes place Friday afternoon at the Civic Center Rink.
