Good morning.A convicted felon is in custody following a two-hour armed standoff and the death of a dog in New Castle. Police say Raymond Bailey was brandishing a gun and under the influence during a domestic dispute on Chestnut Street early Wednesday. After hearing a gunshot and a dog yelp, a victim fled and alerted police. Tactical crews eventually deployed tear gas to force Bailey out of the residence, where officers later discovered the dog dead from a gunshot wound. Charges are currently pending.Across state lines, a Youngstown woman is facing charges following a state Medicaid fraud investigation. The Ohio Attorney General's Office charged fifty-eight-year-old Yvette Johnson-Woodall after investigators say she fraudulently billed Medicaid for over eighty-three-thousand dollars for client services that were never actually provided.And in Butler County, a Westmoreland County contractor has been charged with home improvement fraud.
