Investigators say the incidents happened last spring near student housing, when he was spotted without pants or underwear. A judge cited concerns over the location and a prior similar case when handing down the sentence.In New Castle, officials are dealing with growing financial concerns, as leaders warn of budget strain tied to rising costs and infrastructure needs. Discussions are ongoing on how to stabilize finances.And in Mercer County, emergency crews responded to a serious crash that shut down part of Route 422. At least one person was taken for treatment, and investigators are working to determine what led up to the collision.
