It will reopen in September.And decades of planning are paying off for Southern Tier drivers. PennDOT has announced that a sixty-two-mile stretch of Route Fifteen—running from Williamsport through Tioga County to the New York state line—will officially be designated as Interstate Ninety-Nine on July thirtieth.
